Participants in JPDO / NGATS Planning Teams
- Program responsible for defining NextGen for the US national air transportation system

SOIA

Weather Systems:
- Analysis, design, project management, installation & management of multi-airport weather systems
- Design & implementation of comm network linking weather systems to the US National Airspace Interchange Network (NADIN)

- Keenly aware of the balance between regulations, air carriers, and smaller operators in the general aviation arena.

- Developing AQP programs tailored to the emerging needs of US regional carriers, as well as to the progressive application of AQP processes to and methodology to cabin crews and ground functions including ATC, Maintenance, Dispatch, Airport Operations, and Security
- Developed plan to integrate AQP, FSAP, and Flight Operations Quality Assurance (FOQA) data into a successful overall Safety Management System (SMS)
Security & Defense Systems
Onboard Security Procedures
- Participated in & led joint working groups to develop onboard security procedures for pilot and flight attendant crew members.
- Designed and implemented new procedures which have been acknowledged as industry best practices
FFDO Program
- Developed quality process enhancements for air carrier's federal flight deck officer program.
- Created professional standards process for air carrier and pilot association in order to better address unique challenges of this group of law enforcement officers
Federal Air Marshal Service (FAMS)
- Collaborate with FAMS to improve quality and efficiency of FAMS operational procedures, define mutually workable secondary barrier systems, improve FAMS/FFDO cooperation, demonstrate next-generation communication technologies, and develop business cases for coordinated FAMS/airline equipage strategies
Aircraft secondary barrier program:
- Initiated concept, led development and deployment effort on a major global airline, helped found and currently co-chair resulting RTCA technical standards committee
Aircraft RF interference analysis:
- XCELAR principals teamed with NASA and a major US airline to conduct a series of detailed aircraft tests of various RF vulnerabilities to both intentional and unintentional interference
- Results shaped many subsequent efforts, including certification of wireless networks on B747 and B757 aircraft, formulation of rules for onboard use of cell phones, laptops, and other devices, analysis of potential RF-based terrorist attack methods and scenarios, and even national (FCC) policy regarding UltraWideBand (UWB) transmission spectrum limits

- Prime on DHS-sponsored development program for CAPS (Commercial Airliner Protection System); designed commercial aircraft compatible defense system against man-portable heat-seeking missiles
- Prime on NAVAIR / OSD program for optimized CMANPADS layered defense system, adaptable to military and civilian applications
