Brian Haynes — President

Former Manager — Technology Strategy for United Airlines

XCELAR's President, Brian Haynes, led all flight operations-related technology strategy and development for United Airlines for many years, including during the tumultuous period of 9/11 and the sweeping changes that followed in security, information management, air traffic procedures, aircraft survivability analysis, passenger surveillance, flight deck fortress doors and secondary barriers, and the complete financial realignment of the air transportation industry.

Brian's responsibilities also included air traffic capacity enhancement, fuel efficiency improvements, JPDO/NGATS, RF attack analysis and vulnerability assessment, participation in many RTCA technical standards committees, and FAMS-related technologies. Prior to United, Brian held management positions at Honeywell, Pan Am World Services, NavRadio, and Haynes Environmental.


Charles "Chuck" Stewart — Vice President

Mr. Stewart joined XCELAR from a 12-year tenure with United Airlines' Flight Operations Technology group, overseeing a varied portfolio of security, safety enhancement, and operational efficiency programs. Mr. Stewart also managed the testing and FAA certification of United's flight simulators, in addition to duties as a pilot on Airbus A319/320 aircraft.

Prior to joining United, Chuck spent 21 years in the U.S. Air Force as a test pilot, fighter pilot, program manager, and Squadron Commander, and retired as a Lieutenant Colonel. Mr. Stewart holds Bachelor's and Master's degrees in Aeronautical and Astronautical Engineering, and a Master's degree in Management, along with various DoD certifications including Level Three Program Manager, based in part on his outstanding leadership of the $2 Billion DoD F16 Mid-Life Upgrade program for four European ally nations.

He has served on the Next Generation Air Traffic System(NGATS) Joint Program Development Office(JPDO) Security Team and also led projects with participants from DHS, NASA, FAMS, FAA, and many transportation industry partners.


Dan Johnson, Vice President, Business Development

Mr. Johnson is a twenty-two year veteran in mobile and ground-based sensor systems, aviation and aeronautics, and has partnered with XCELAR's co-founder / President Brian Haynes in the founding, and operation two technology companies, where his responsibilities included system engineering, program management, and business development. He served as the Technology Lead for the Weather in the Cockpit team on the FAA/NASA Advanced General Aviation Technology Experiment (AGATE) program; one of the cornerstone consortiums that has driven numerous NextGen technologies into commercialization over the last 10 years.

Mr. Johnson served as Business Development Manager for Goodrich Corporation's Sensor Systems Division, in charge of critical sensor applications for both civilian and military fixed-wing aircraft and helicopters, and as Director of Sales and Marketing for Wipaire, Inc. and FireBoss LLC, both general aviation and special mission aircraft manufacturers. He is an active pilot who holds a commercial license and instrument rating for both single and multi-engine (land and sea) aircraft.


Michael Haynes — VP Finance

Michael H Haynes is the Vice President of Finance at XCELAR. He began his career in aviation at Haynes Environmental Systems, later Pan Am Systems. While at Pan Am, Mr. Haynes oversaw the operations and accounting, leading the company through aggressive expansion and development. He became the Chief Financial Officer and Operations Director at CLH, Inc. in 1995. Mike directed the day-to-day operations, project management, financial affairs, and human resources at CLH from 1995 until its sale to Vaisala Inc in 2005. During his tenure he managed multi-state installation and maintenance projects that averaged over 150 airports annually. Mr. Haynes holds a Bachelors degree from Illinois Wesleyan University and a Masters degree from Illinois State University.


Robert Perrin — Vice President

Mr. Perrin has more than thirty years of information technology and business experience with multiple tenures as Chief Information Officer and other executive positions. He has worked in various industries including ground and air transportation, insurance, banking and retail/wholesale. Bob has been recognized for his work on company and national levels. With this background, he co-founded Magellan Associates LLC and co-created The Performance Management Trilogy©. He has provided services, coached executives and their teams to organization performance excellence including Fortune 50 to 1000 companies, both profit and non-profit in the United States and abroad. Magellan also counsels businesses on disaster recovery planning and other emergency preparedness from a business continuity and IT protection perspective.

Mr. Perrin is a Founding Faculty Member of the University of Miami's IT Executive Institute and holds a BS from Illinois State University. Under his leadership, Magellan Associates LLC has been recognized as "Company of the Year" by a group of nationally recognized senior executives based on contributions to the IT/business industry and the community


Cheri Haynes — Director, Training & Quality Management Programs

Cheri L Haynes is the Director of Quality Management Systems for XCELAR. She brings over twenty years of experience in the aviation industry to XCELAR, first as the manager of government programs for Pan Am Systems, and as the founder and President of CLH Inc. CLH, Inc. provided aftermarket products and services for Automated Weather Observing Systems, as well as weather and safety related technologies for airports and pilots. CLH technology connected over 300 non Federal AWOS at airports across the United States to the FAA's National Aviation Data Interchange Network. Mrs. Haynes leadership at CLH built the largest program for the installation and maintenance of these AWOS in the country. Mrs. Haynes was responsible for the successful transfer of technology from the National Center for Atmospheric Research. This technology, WSDDM, was brought to market by CLH and demonstrated at the Minneapolis/St. Paul International Airport. Cheri Haynes has participated in aviation programs at NASA, NCAR, the FAA, and trade associations such as the National Association of State Aviation Officials as an industry leader and aviation expert.
